Can we actually outrank the big listing sites?

Not on the broad searches, and anyone promising that is not being straight with you. What you can win are the specific searches: your areas, your properties, and the detailed questions people ask before enquiring. Those convert far better anyway, because the person searching already knows roughly what they want.

We already pay for leads. Why invest in this too?

Paid leads stop the moment you stop paying, they are usually shared with several competitors, and the cost per lead tends to climb over time.
